What is the UPWP and Why does it need to be Amended?

The Unified Planning Work Program (UPWP) serves as the annual work program for FAMPO staff. It provides details of the transportation-related planning activities that FAMPO staff intends to accomplish during the fiscal year (FY) utilizing federal, state, and local resources.

Included in the UPWP is a budget, which details how each fund source will be utilized. This permits the UPWP to act as a grant application for federal funds and also as a management tool for directing the staff activities throughout the year. The UPWP is reviewed and updated annually. 

An amendment to the Fiscal Year (FY) 2020 UPWP is necessary to “deprogram”  funds from the FY20 UPWP and have them carry over directly to the FY21 UPWP, which will go into effect July 2020.  Specifically, FAMPO would like to carry over Federal Highway Administration Planning (PL) funds not used in FY20. PL funds are metropolitan planning funds that originate with the Federal Highway Administration and require a 10% state and 10% local match. The proposed amendment contains a deprogramming request for excess PL funds to be carried over to FY21. The original PL budget for FY20 was $431,972 including federal, state, and local funding. Based on fiscal year-end projections, staff requests to deprogram $126,700 in PL funds ($112,622 in federal, $14,078 in state), leaving a new total for FY20 PL funds of $291,101 after accounting for the local match carryover.

Normally, any excess PL funds automatically carry over two fiscal years out. For instance, excess FY20 funds would be applied to FY22 budgets. However, FAMPO may request to deprogram projected excess funds and carry them over directly to the next fiscal year– rather than waiting for them to carry over automatically in two years. This is what the amendment seeks to do.

Why should you review and comment?

The public comment period for the FY20 UPWP amendment is an opportunity for the public to review transportation funding decisions and express their concerns or support for how funds are being used. Before the FAMPO Policy Committee can adopt the amendment, there must be a 30-day public comment period. Your comments on the proposed amendment will help Policy Committee members make informed decisions.
