What is the Transportation Improvement Program (TIP)?

The Transportation Improvement Program (TIP) is a fiscally-constrained, four-year list of transportation projects programmed for federal funding for the FAMPO study area (The City of Fredericksburg, Stafford and Spotsylvania counties). In order to be constructed, federal law requires federally-funded transportation projects to be included in the TIP.

Projects in the TIP include: interstate, primary and secondary highway systems, safety enhancements, public transportation projects, bicycle and pedestrian projects. The TIP may also include funding for feasibility studies, preliminary engineering activities and environmental impact studies. Projects in the TIP must be consistent with the current Long Range Transportation Plan (LRTP).  Projects not included in the LRTP cannot be included in the TIP.

Many of the projects listed in the TIP, which are receiving federal transportation funds, are also funded with state and local funds. Projects that are funded solely with local or state funds are not included in the TIP– unless they are considered “regionally significant” as defined by 23 C.F.R. 450.104. The total cost of all TIP projects cannot exceed the amount of funding that is reasonably expected to be available during the four-year period covered by the TIP.

The FAMPO-approved TIP is incorporated into the Statewide Transportation Improvement Program (STIP), which is submitted to the Federal Highway Administration and Federal Transit Administration for approval. Although a final TIP document is produced, the TIP is updated on an ongoing basis to reflect changing needs and circumstances.

Why and How to Comment

This is an opportunity for the public to provide feedback on whether projects fit the region’s transportation needs, how projects may affect the community, and how projects may impact the public’s ability to reach services and opportunities. The FAMPO Policy Committee will vote on whether to adopt the 2021-2024 TIP. Your comments will help committee members make informed decisions. Public comments will be part of the public record. 

The comment period ends April 2, 2020 

There are several ways you can share your comments with FAMPO:


The public will be able to address the Policy Committee at a formal hearing on March 16, 2020, at 7:15 p.m. in the George Washington Regional Commission building located at 406 Princess Anne Street in Fredericksburg.
