Public Participation Plan Update

FAMPO’s first Public Participation Plan (PPP) was adopted on April 15, 2007.  With the adoption of the GWRC/FAMPO Title VI Nondiscrimination Plan on May 21, 2012, the focus to the PPP update consisted of an enhanced emphasis on the public outreach to the Title VI Community.  As a complimentary element to the updated PPP, FAMPO developed and incorporated a Limited English Proficiency (LEP) Plan into the PPP that provided procedures on how to identify persons who may need language assistance; the way in which assistance may be provided; the training of staff; and how to notify LEP persons that assistance is available. As published in the 2009 American Community Survey: U.S. Census Bureau, the Hispanic population in our region consisted of 6.62% of the region’s total population of 319,763; therefore, a majority of the outreach materials were also published in Spanish.

A 45-day Public Comment and Review Period for the draft PPP began on September 28, 2012 and ended on November 19, 2012.  During the FAMPO Policy Committee meeting on November 19, 2012, A public hearing was held during the FAMPO Policy Committee Meeting, and PPP was also adopted. The following timeline represents FAMPO’s outreach efforts throughout the 45-day period:

September 17, 2012

During the FAMPO Policy Committee meeting, a presentation was made by the Public Involvement Coordinator/Title VI Coordinator regarding the correlation between the Title VI and the PPP update.  The following handout was used as a visualization tool during the presentation.

September 18, 2012

Printed copies of the draft Public Participation Plan were mailed to the nine (9)  regional libraries around the region, the six (6) local jurisdiction planning directors, and to nineteen (19) Title VI Community leaders listed in FAMPO Title VI Community Resource Directory who did not have email addresses.  Each draft document was accompanied with a letter and 300 English/160 Spanish comment forms.

A total of 400 Flyers with comment forms attached and accompanied letters were mailed to the Senior Community Centers and YMCAs around the region.  Each recipient received fifty(50) flyers/comment forms for distribution.

September 24, 2012

A Public Notice was advertised in the various newspapers in the region to include the Free Lance Star in Fredericksburg, Virginia, the Stafford Sun in Stafford, Virginia, the Caroline Progress in Bowling Green, Virginia and the Journal in King George, Virginia.

The Public Participation Plan webpage and Public Notice webpage on the FAMPO website was updated to provide the public with the opportunity to review and comments on the plan in a variety of ways.  The following outreach elements and links were provided to the public on each page:

The FAMPO facebook page and Twitter page was updated with the announcement of the public comment period.

An electronic press release was sent to sixteen (16) media outlets.

Emails sent to the twelve (12) FAMPO’s Transportation Advisory Group (TAG) members requesting that the group disseminate the information among their respective jurisdictions.  The following information was included in the email for easy of their dissemination of information to the public.

Emails were sent to all the region’s  jurisdictions County Administrators, Board of Supervisors and City Council members with a request to put links on their jurisdiction websites.  There were a total 93 emails shared.

Emails were sent to FAMPO’s Title VI Resources Directory which consisted 73 citizens thanking them for participating in FAMPO’s Title VI outreach and asking them to share the information with their community. To utilize television exposure within our region, both English and Spanish slides were aired throughout the comment period on the following nine (9) Government Access Channels:

  • Stafford County:  Comcast Channel 23, Cox Channel 24, Verizon Channel 39
  • Spotsylvania County:  Comcast Channel 23, Cox Channel 24, Verizon Channel 35
  • City of Fredericksburg:  Cox Channel 25

November 12, 2012

  • Resolution No. 12-27:  A Resolution of the Fredericksburg Area Metropolitan Planning Organization directing that a Public Review and Comment and Public Hearing be held prior to the adoption of the Public Participation Plan (PPP) and the Limited English Proficiency (LEP) Plan
  • Resolution No. 12-34:  A Resolution of the Fredericksburg Area Metropolitan Planning Organization recommending adoption of the Public Participation Plan (PPP)
