FAMPO PUBLIC INVOLVEMENT COORDINATOR/TITLE VI COORDINATOR

ABOUT THE POSITION

The Public Involvement/Title VI Coordinator develops and implements programs that communicate, and enhance the exchange of information and ideas between all members of the Region’s social, economic and ethnic groups and the decision makers involved in each of the metropolitan transportation planning and programming areas. The employee must have the ability to design and write clear and competing communication pieces for a variety of audiences and effectively leverage existing and new communication tools and technology. The employee must exercise considerable independent judgment and initiative and must be able to establish and maintain effective working relationships with city/county staff, elected and appointed officials, media, other government organizations, civic groups and the general public.

Responsibilities and Duties
  • Manages, periodically evaluates, and seeks to continually improve the Title VI, Environmental Justice and Limited English Proficiency programs that include knowledge of all federal requirements as they relate to the Metropolitan Planning Organization (MPO)
    • Collaborates with all GWRC staff members to ensure the GWRC Nondiscrimination Plan supports nondiscrimination regulations and procedures set forth in federal guidance.
  • Designs and implements external marketing and communications programs, promoting awareness of organizational goals, objectives and activities to citizens and community leaders
  • Develops informational, marketing and promotional materials using a variety of media, including the website, social media, brochures, fact sheets, reports, newsletters
  • Coordinates communication with the news media by preparing news releasees and public service announcements as they relate to the Metropolitan Planning Organization (MPO)
  • Prepares a variety of written correspondence, reports, and other written materials including annual reports and monthly administrative reports as they relate to the Metropolitan Planning Organization (MPO)
  • Writes and maintains the Metropolitan Planning Organization (MPO) website content for accuracy and availability of information, updating and implementing changes as needed
  • Maintains a central email interface with website visitors, responding to inquiries and requests in a timely manner and/or referring correspondence to appropriate staff
  • Maintains FAMPO’s social media platforms including Facebook and Twitter
  • Assesses the MPO’s communication needs and evaluates the effectiveness of communication programs
  • Provides staff support as the FAMPO liaison for the Citizens Transportation Advisory Committee
  • Works with FAMPO staff to develop materials and programs used to educate and train staff about their responsibilities under the Title VI, Environmental Justice and Limited English Proficiency; evaluate, monitor and recommend changes to such materials and programs to ensure individuals are proficiently trained on these issues
  • Performs other related duties as required

JOB QUALIFICATIONS

Required

  • A bachelor’s or master’s degree in a planning or communication discipline such as public involvement, public outreach, public affairs, public administration, sociology, urban planning, or government with demonstrated communication skills
  • A minimum of three (3) years of progressively responsible experience in marketing, civic engagement, and/or communications preferably with a public service agency
  • Experience in Microsoft Office Suite, Adobe Creative Suite and WordPress
  • Experience with Content Management Systems and Client Relationship Software

Preferred:

  • Prior experience with an MPO in managing Public Participation Plans and Title VI/Environmental Justice programs
  • Knowledge of applicable federal regulations related to Title VI, public involvement, Environmental Justice and Limited English Proficiency
  • Knowledge of certification review requirements
  • Ability to work with populations of all races, ethnicities and income levels
  • Experience in civic engagement and/or leadership and management skills in community building

TRANSPORTATION PLANNER (I, II and/or III)

Transportation Planner I –

This entry-level, full-time position is responsible for assisting in the MPO transportation planning process. In addition to working with FAMPO staff, Planner I works with stakeholders including federal, state, and local governments, elected officials, and the public. The successful candidate must exhibit knowledge of planning theories, techniques of transportation planning and analysis, and applicable federal and state transportation regulations.

RESPONSIBILITIES

  • Collect and compile planning data.
  • Assist in research, analysis and mapping of GIS
  • Provide general support for various transportation and regional planning initiatives.
  • Communicate with the public, GWRC staff and elected officials in support of the MPO’s commitment to customer service excellence, continuous improvement, teamwork and collaboration.
  • Assist with and attend monthly committee meetings and workshops.

Transportation Planner II –

Including and in addition to the responsibilities and duties described under Planner I, the Planner II may take on program management, project management or similar responsibilities. Also, the Planner II may be assigned important roles of individual responsibility in Transportation Improvement Program (TIP), Long Range Transportation Plan (LRTP), Congestion Management Process (CMP), SMART-SCALE project preparation and/or advanced geospatial analysis projects.

Transportation Planner III –

Including and in addition to the responsibilities described for Planner I and II, the Planner III may supervise an intern, Planner I or Planner II regarding as specific task or project. Also, the planner III may also be asked to provide independent advice to a Senior/Principal Planner, the FAMPO Deputy Administrator or the FAMPO Administrator on matters of importance and relevance.

JOB QUALIFICATIONS

Planner I:

  • A bachelor’s degree in urban planning, geography, geographic information systems, or a related field.
  • Some GIS experience (ESRI products, CartoDB, etc.).
  • The ability to collect, analyze and interpret data pertaining to transportation planning.
  • Strong quantitative abilities, writing and communication skills, including the ability to translate technical materials to a nontechnical audience.
  • Basic knowledge of the principles and practices of metropolitan transportation planning.
  • The ability to work both independently and as a member of a team.
  • Proficiency in Microsoft Word, Excel and PowerPoint

Planner II: (Planner I plus the following)

  • Knowledge of transportation finance, policy and project development phases.
  • Experience in transportation or urban and regional planning.
  • Experience with web mapping applications.
  • Interest in innovative transportation concepts.
  • Minimum of three years full-time experience in transportation planning, urban planning, regional planning or closely related field.
  • Master’s degree preferred.

Planner III: (Planner I and II plus the following)

  • AICP or equivalent (GISP, AIA, ALA, PE, PMP …..) preferred.
  • Bachelor’s degree plus 8 years’ experience.
  • Master’s degree plus 5 years’ experience

SENIOR TRANSPORTATION PLANNER (I, II and/or III)

ABOUT THE POSITION(S)

Senior Transportation Planner I –

This is a senior level, full-time position responsible for assisting in the MPO transportation planning process. In addition to working with FAMPO staff, Senior transportation Planner I works with stakeholders including federal, state, and local governments, elected officials, and the public. The successful candidate must exhibit knowledge and ability to interact with senior staff at localities, state agencies and other organizations with the ability to be regarded as a subject matter expert within the transportation planning field.

Senior Transportation Planner II –

Including and in addition to the responsibilities and duties described under Senior Transportation Planner I, the Senior Transportation Planner II may take on group, team or section supervisory duties as conditions warrant.

Senior Transportation Planner III –

Including and in addition to the responsibilities described for Senior Transportation Planner I and II, the Senior Transportation Planner III may fill in for Deputy FAMPO Administrator or FAMPO Administrator at high level and strategic external meetings as circumstances warrant.

JOB QUALIFICATIONS

Senior Transportation Planner I:

  • Bachelor’s degree and 10 years’ experience minimum.
  • Master’s degree and 7 years’ experience minimum.
  • GIS Proficiency at the routing geospatial analysis and map making level at a minimum.
  • Travel Demand Modeling Experience Preferred.
  • Experience with Virginia’s SMART-SCALE project preparation a plus.
  • Basic supervisory experience a plus.
  • AICP or equivalent (GISP, CZA, PE, etc.) preferred and can be substituted for 3 years’ experience towards the minimums listed above.

Senior Transportation Planner II: (Senior Transportation Planner I plus the following)

  • Bachelor’s degree and 15 years’ experience minimum.
  • Master’s degree and 10 years’ experience minimum.
  • AICP or equivalent (GISP, CZA, PE, etc.) preferred and can be substituted for 3 years’ experience towards the minimums listed above.
  • Team or group supervisory/leadership experience a plus.
  • Subject matter expertise in Travel Demand Modeling, Dynamic Traffic Assignment, or corridor studies preferred.

Senior Transportation Planner III: (Senior Transportation Planner I and II plus the following)

  • Bachelor’s degree and 20 years’ experience.
  • Master’s degree and 13 years’ experience.
  • Subject matter expertise in transportation planning with the ability to present and lead workshops at technical trainings, conferences and other venues.
  • The ability to operate in the stead of a the Deputy FAMPO Administrator or FAMPO Administrator when needed.
