I-95 Corridor Evaluation – Overview and Phase 2 Scope of Work

In June 2016, FAMPO staff worked with Michael Baker International to complete the I-95 Corridor Study Phase I which evaluated congestion problems between milepoint 145 and 125. In light of new congestion problems on I-95 associated with the extension of the Express Lanes to Exit 143, existing congestion problems on I-95 associated with the Rappahannock River Crossings, and several planned improvements along the I-95 corridor that could significantly changes existing traffic behavior, the FAMPO Policy Committee authorized the I-95 Corridor Phase 2 multimodal study to analyze congestion problems on I-95 between mile point 148 and mile point 98 and possible solutions in time for the 2045 Long Range Transportation Plan effort and the next round of Smart Scale project applications in the summer of 2018.  Phase 2 will also study potential opportunities for improvements with VRE/Amtrack and additional areas which could help alleviate congestion along the I-95 corridor. There are two components of this study which include a transit/TDM element and a highway element.

I-95 Transit/Transportation Demand Management

FAMPO is working with Foursquare ITP to identify and make recommendations for the transit and TDM needs of the region as it pertains to this corridor. FAMPO is looking for location-specific route recommendations for commuter bus and TDM recommendations that can ultimately be funded by HOT lane tolls that the region expects to start receiving in the 2018/2019 timeframe, Smart Scale funding, CMAQ funds, future Express Lane extension projects, and 5307 funding for capital expenses.

This I-95 Phase 2 Highway Study will be conducted in coordination with the Transit/TDM element and will focus on:

  1. Strengthening case for I-95 Northbound Rappahannock River Crossing Project for 2045 Long Range Transportation Plan (LRTP) update and the next round of Smart Scale
  2. Developing full transportation master plan for I-95 throughout FAMPO area
  3. Providing travel demand modeling support for LRTP update process
