In June 2016, FAMPO staff worked with Michael Baker International to complete the I-95 Corridor Study Phase I which evaluated highway congestion problems between milepoint 145 and 125. The FAMPO Policy Committee authorized the I-95 Corridor Phase 2 multimodal study to further analyze congestion problems on I-95 between mile point 145 and mile point 125 and possible multimodal solutions in time for the 2045 Long Range Transportation Plan effort and the next round of Smart Scale project applications in the summer of 2018. The study effort was broken into two components:  I-95 Transit/Transportation Demand Management (TDM) and I-95 Highway.

I-95 Transit/Transportation Demand Management

“>This study identified what transit and TDM improvements are needed to help alleviate congestion and meet future growth needs. A major component of the study was to identify the feasibility for a new publicly-operated commuter bus system in the Region to supplement its existing transit and TDM services versus the existing policy of continuing to primarily support VRE and vanpool/carpool as the primary transit options. Commuter parking needs were also identified.

I-95 Phase 2 Highway

This study built on the Phase 1 effort and completed an additional more detailed microsimulation analysis to identify what kind of highway improvements are needed by 2030 and 2045 to help alleviate congestion and meet future growth needs. The study identified potential improvements to the design for the I-95 SB and NB Rappahannock River Crossing projects and identified other highway needs.
