This executive summary was developed to provide evidence connecting the region’s economic goals to the region’s transportation investments that includes potential future 2014 Virginia House Bill 2 (HB2), now called Smart Scale, project applications, as well as to support a strong argument for continued transportation investments and projects in the Region. It highlights the relationship between land and short-range transportation planning, project prioritization, and programming in FAMPO’s Transportation Improvement Plan (TIP) and VDOT’s Six-Year Improvement Plan (SYIP) to the desired economic development future of the Region.
CMAQ/RSTP Funding Project Application, Selection, and Prioritization Methodology
This document describes the process that FAMPO undertakes to identify and select transportation projects for inclusion in FAMPO’s Transportation Improvement Program (TIP) and VDOT’s Six Year Improvement Program (SYIP). The selection process is used for all proposed projects using the Congestion Mitigation and Air Quality (CMAQ) program and the Federal Surface Transportation Program (RSTP) funding. This methodology was adopted on May 18, 2009 and amendment on October 21, 2013.
Highway Project Prioritization Methodology
The Highway Project Prioritization Methodology is based on the collective experience of other MPOs and localities, the eight SAFETEA-LU Federal Planning Factors, and the FAMPO Mission Statement. It uses readily accessible information in evaluating projects based on major factors and project classifications. This methodology was adopted on July 21, 2008.
