Congestion Management Process Fampo star

Congestion Management Systems (CMS) have been required for Metropolitan Planning Organizations (MPOs) designated as Transporation Management Areas (TMAs) since 1991, when the Intermodal Surface Transportation Act (ISTEA) was passed. The passing of the Safe Accountable Flexable Efficient Transportation Act - A Legace for Users (SAFETEA-LU) in 2005 resulted in the CMS requirements to be updated to a Congestion Managment Process (CMP). A CMP will help FAMPO to:

The FAMPO CMP was developed based on federal guildelines (A Guidebook on the Congestion Management Process in Metropolitan Transportation Planning, CSI, May 2007). Outputs of the CMP study will support the FAMPO transportation planning process through idenfication of strategies that promote efficient transportation system management and operation. The FAMPO CMP will include all areas withing the George Washington Regional Commission boundary.

The CMP is intended to be an integral component in the metropolitan planning process, rather than a stand-alone program. The CMP also applies a new way of thinking about regional transportation systems management and operations (M&O). M&O is an integrated approach that seeks to optimize existing infrastructure through the implementation of multimodal, intermodal and often cross-jurisdictional systems, service and projects.

 
Implementation of the Congestion Management Process
Following the development of the CMP, FAMPO will focus on developing an implementation strategy. FAMPO can implement the CMP in a number of different ways, or in a combination of different ways. Strategies, projects or programs identified through the CMP can be realized:
  • Directly, through the Long Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP);
  • Indirectly, by working with Virginia Department of Transportation (VDOT) and/or local government members;
  • By encouraging agencies to include CMP activities in their operating budgets; and
  • By encouraging that state and local agencies sponsor congestion mitigation strategies incorporate CMP alternatives during project development.

  • Route 630 Interchange Relocation/Upgrade;
  • Rest Area Interchange and Toll Road;
  • Jackson Gateway Interchange
  • GWRideConnect's TDM Program;
  • CSX Third Track Expansion
  • Brooke and Leeland VRE Parking Lot Expansions
  • Arterial Roadway Widening and Intersection Improvement Projects (i.e. Routes 3 and 17 widening, Falmouth Intersection)
  • Arterial Roadway Operational Improvements such as Coordinated Signal Timing
