FY 2007 Transportation Planning Program Highlights

Public Transit |
| Launched the Regional Transit Policy Plan, engaging the Region in a comprehensive dialogue on policy for transit service, transportation governance and revenue generation. Successfully developed and recommended the first FAMPO policy on use of Congestion Mitigation and Air Quality (CMAQ) funds for new transit services. Coordinated and implemented a State, local and CMAQ-funded program to begin seven new transit routes in the Region. Worked with the Transportation Planning Board (the Greater Washington MPO) to recoup approximately $250,000 annually of Federal transit formula funds attributable to the Region but being apportioned to Washington Metro. |

Regional Bicycle & Pedestrian Plan |
| Launched the creation of a Regional Bicycle and Pedestrian Plan, the Region'as first comprehensive examination of these issues. Associated with this was the creation of a new Standing Committee on Bicycle and Pedestrian matters. |

Regional Long Range Transportation Plan |
| Launched the 2035 Constrained Long Range Plan (CLRP). This Plan is the Region's first attempt to combine land use and transportation planning into one policy document. The Plan is also designed to issustrate the gap between the funding needed to provide an adequate Regional transportation system and the lesser level of service provided through traditional revenue sources. |

Grants |
Discretionary grants secured totaled about $1.8 million , including:
- $30,000 discretionary grant from the Department of Rail and Public Transportation (DRPT) for transit planning support.
- $100,000 granbt from the Virginia National Defense Industrial Authority (VNDIA) for a multimodal examination of the U.S. Route 1 corridor in North Stafford County.
- Discretionary allocation of $1.365 million for the U.S. Route 17 project in Stafford County from VDOT.
- Discretionary grants of $100,000 from VDOT and $200,000 from the Celebrate Virginia Community Development Authority to develop recommendations for new I-95 access in the vicinity of the Fredericksburg Welcome Center.

VDOT Relationship |
| Organized a successful two-day retreat involving the VDOT Commissioner, senior VDOT staff and senior Regional and local government staff to chart a new direction for relations with VDOT. |

Procurement |
| Successfully developed and recommended the first GWRC Procurement Policy, leading to an agreement with VDOT whereby GWRC self-certifies its procurement process utilizing State and Federal funds. |

Public-Private Partnerships (PPTA) |
| Successfully developed and recommended PPTA procedures for GWRC, enabling the Commission to pursue Regional PPTA projects. |
| |
Public Involvement |
| Successfully developed and recommended the Regional Public Participation Plan; reconstituted the Transportation Advisory Group (TAG); created the web sites of GWRC and FAMPO; launched the GWRC quarterly newsletter, and: developed a comprehensive database for public involvement contacts. |

Human Services |
| Worked with Regional human services agencies and DRPT to develop the Region's first Human Services Transportation Coordination Plan. |

Technical Assistance |
| When requested, provided technical planning assistance to all local governments throughout the year. |
| |
HOT Lanes |
| Worked with VDOT and DRPT to assure that the Region's concerns are accounted for in the development of the I-95 HOT Lanes. |
| |
BRAC |
| Worked with the Marine Corps, the Army and others to assure the Region's concerns are accounted for in the development of the I-95 HOT Lanes. |
